아래 인용된 내용은 이승만이 자신의 워싱턴 사무소에 보내는 (내일 <급송문서>에서 공개할 예정) 4월 27일자 메시지를 입수한 것입니다. 4월 16일자 서울 정치고문관 <급송문서> 제245호에 인용된 유사한 메시지뿐 아니라 이 메시지도 고정된 생각을 견지하는 이승만의 완고함과 함께 사실에 대한 피상적인 사고와 왜곡된 해석을 나타내고 있습니다. 가령 주한 미고등판무관의 임명에 대하여 미국의 부인에도 불구하고 이승만은 이를 꾸준히 언급하고 있습니다. 이 <전문>들은 또한 미국과 유엔이 반드시 협상해서 탄생시킬 남한의 향후 정부의 대통령이나 총리가 될 가능성이 있는 인물의 특징에 대해 하는 슬픈 논평입니다.
“패터슨 : 선거 반대자들은 국민이 남북합동선거에 관한 논의가 평양에서 논의되기를 원하고 있기 때문에 한국의 반쪽선거가 불가능하다고 말했습니다. 유엔한국임시위원단은 선거실시 여부를 논의하는 회의를 열고 있습니다. 여론은 패터슨의 해임 요구하면서 극도로 흥분되어 있습니다. 공산주의자들을 제외하고는 아무도 공동토론을 지지하지 않습니다. 남쪽의 지도자들은 ‘미 제국주의자와 식민지 계획’을 비난하는데 공산주의자들과 합류했습니다.
유엔한국임시위원단 위원 2～3명이 요구해서 미군정이 살인, 방화, 파괴 혐의가 있는 3,000명의 범죄자들을 석방했습니다. 이 때문에 공산주의 테러리즘이 남한 전역에서 되살아나고 있고, 선거관리위원들과 후보자들을 위협하거나 살해하고 있습니다.
제주도 내전으로 많은 사람과 재산이 죽거나 파괴되고 있고, 고이산(Koisan) 선거구에서는 3명의 후보가 살해됐습니다. 유엔한국임시위원단은 여전히 좌익들이 활동할 자유스러운 분위기가 결핍된 데 대해 불평하고 있습니다.
제이슨(Jaisohn)(서재필: 역주) 고등판무관에 대한 소문이 계속 나돌고 있습니다. 제주도의 지사와 경찰국장은 안재홍의 사람들입니다. 미군정은 그들을 교체하지 않을 것입니다. 대중들의 긴장감이 점점 높아지고 있습니다. 일본인들은 일본에서 한국인들을 내쫓으려고 하고 있고, 한국정부가 수립되기 전에 그들의 재산을 빼앗을 것입니다.
이승만 내외가 마음속에 품고 있는 것으로 보고된 생각들은 다음과 같습니다. ⑴ 제이슨 박사는 시민권을 포기하고 하지 장군에 의해 국가수반으로 임명될 것이다. ⑵ 하지 장군은 자신이 웨드마이어 장군으로 교체될 것을 모르고 있다.

OP STATE, CINCFE (CITE ZPOL 542) HODGE SENDS FOR JACOBS.
Quoted below is intercepted message dated April 27 (being released for dispatch tomorrow) sent by Rhee to his Washington office. This message as well as similar message quoted in Seoul POLAD 245, April 16, indicates Rhee's shallow thinking and distorted interpretation of facts as well as his stubbornness in maintaining fixed ideas, as for instance his continual reference, in spite of denials, to appointment of United States high commissioner to South Korea. These telegrams are also sad commentary on type of man who is likely to be either president or premier of future government in South Korea with which United States and United Nations must deal.
"Patterson election. Opponent told Korea ladies election impossible because people want joint elections being discussed Pyongyang. UNTCOK holding meeting discussing whether or not election should be held. Public tremendously excited demanding Patterson's removal. No one excepting Communists supports joint discussions. South leaders joined Communists in condemning 'American imperialist and colonial design'. Two or three UNTCOK members demanded and ANG released 3,000 criminals condemned for murder, arson and destruction, thus reviving Red terrorism throughout south, threatening and killing election committee men and proposed nominees. Chedjudo civil war destroying many people and property and in Koisan district three candidates were murdered. Yet UNTCOK complains about lack of free atmosphere for leftists.
Rumors persist Jaisohn high commissioner. Governor and police chief Chedjudo are Ahn Chai Hong men. AHG would not replace them. Public tension growing. Japs trying to drive Koreans from Japan thus to deprive them of their property before setting up Korean government."
Other ideas reliably reported to be entertained by Rhee and his wife are: (1) Doctor Jaisohn will renounce his citizenship and be appointed chief of state by General Hodge, and (2) General Hodge does not know that he is to be relieved by General Wedemeyer.
