9월 15일부터 18일까지 3일 동안 폭도 집단이 다시 활동하기 시작했는데 섬의 여러 지역에서 폭도들에게 4명이 살해되었다. 9월 18일 서광리에서는 주민 약 12명이 폭도들에게 납치되었다가 다음날 석방되었다. 폭도들은 자신들의 위신을 높이거나 아니면 힘을 보여주기 위해 주민들을 납치하고 있음이 명백하다.
9월 18일 HAMDOK-LI(936-1155)에서 폭도들은 약 30명의 사람들을 동원하여 봉화를 올렸다.
9월 17일 김녕지서가 폭도들로부터 총격을 받았으나 피해는 없었다. (방첩대 정기보고 제225호, C-2)

a. Communist Terrorism
(1) Armed Band Terrorizes Village In CHCHIA-KAMDO
At approximately 161800 September 32 armed terrorists entered MOM PUK Myun (1020-1325). They fired 10 shots into the air, apprehended the village master and forced him to guide them to the home of an influential person in the village. The armed mob stayed in the village until 182000 September and prevented all the civilians from leaving the village. Witnesses stated that the mob was armed with 4 carbines, 3 pistols, 1 Japanese rifle and 24 swords. (CIC P/R #225. C-6)
(2) Raider Activities On CHEJU-DO
During the period 15-18-September raider groups again became active on CHEJU DO, 4 persons having been killed by raider groups in various locations throughout the island. On 18 September approximately 12 people of SUH KWANG LI (930-1124) were abducted by a raider group but were released the following day. The kidnapping was apparently carried out to increase the prestige or indicate the power of the raiders.
On 18 September approximately 30 people in the village of HAM DOK LI (936-1155) were mobilized to set signal fires by a raider group.
On 17 September the KEUN YUNG (975-1157) police box was fired on by raiders but no damage was caused. (CIC P/R #225. C-2)
