지난 한 달 동안 비교적 뜸했던 폭력행위가 다시 늘고 있다. 대부분의 폭력행위가 우익 청년단체에 의해 저질러졌고, 지금도 저질러지고 있는 반면 좌익분자들의 공격은 좌익분자들의 소행으로 보고된 2건 중 단 1건이었다. 새로 결성된 대동청년단에 관해서 많은 보고가 들어왔다. 이청천 장군이 결성한 이 단체는 남한의 모든 우익청년단체들로 구성됐다. 이번 보고는 대동청년단의 폭력행위에 대해 처음으로 지적하면서, 이 단체가 다른 관련 우익 청년단체들처럼 테러단체가 될 가능성과 그렇지 않다 하더라도 최소한 테러행위를 벌일 가능성을 충분히 지적하고 있다.
제주도 방첩대는 1947년 10월 13일부터 19일까지 일주일 동안 제주도 전역에서 단원 모집운동을 벌이던 대동청년단이 제주도 동쪽 끝에 있는 마을 5곳에서 적어도 5명을 공격했다고 보고했다. 방첩대가 이 사건과 관련해 제주경찰감찰청장과 연락을 취한 뒤 폭력행위는 곧 바로 중단됐다.
(2) 제주도의 전범 혐의자
비밀 정보원으로부터 받은 정보에 따르면 제주경찰감찰청 부청장 이형석(실제는 제주경찰감찰청 총무과장: 역주)은 일본군 소령 출신으로 일본 육군 철도부대의 부대장이었다. 이 부청장은 임기 동안 수천 명의 영국인들을 포로로 잡아 강제노역을 시켰다. 그의 지휘로 포로 가운데 일부는 잔인하게 고문받았고 폭행당했으며 총살됐다. 이 부청장은 해방이 되자마자 선편으로 한국에 몰래 들어왔다. 그리고 나서 현재의 직위를 차지했는데, 지금도 한국인들에게 상당한 말썽을 일으키면서 일본인들과 비밀 접촉을 하고 있다.

III. Political Section.
(1). Terrorism:
After a month of comparatively few acts of violence, terrorism is once again on the increase. Most of the acts were and are being committed by rightist youth groups, with only the of two instances reported where leftists elements staged an attack. Many reports have been received concerning the newly organized Dai Dong Chung Nyun Dang youth organization. This organization, organized by General LEE, Chung Chun, is composed of all the rightist youth groups of South Korea. These are the first reports of terrorism concerning the Dai Dong but well point to the possibility that this organization will become, like its associate rightist youth groups, terrorist groups or if not, at least not above practicing terrorism.
Cheju Do CIC reported that during the week of 17 Oct 47, at least five different people in five separate villages on the east end of Cheju Do island were attacked by the Dai Dong, which was at that time making a membership drive around the island. The acts ended immediately after Cheju-Do CIO contacted the Police chief concerning the matter.

According to information received from a confidential informant, one LEE, Heun, Suk, Vice-chief of Police on Cheju Is, land, was previously Commander of the Railway Corps of the Japanese Army with the rank of Major. During his tour of duty, [illegible] placed in captivity thousands of English nationals and subjected the to compulsory labor. Some were brutally tortured and beaten, and shot to death by h s command. LEE was smuggled into Korea from Japan by sea immediately after the liberation. He then obtained his present office and established secret connections with the Japanese causing considerable trouble to the Korean People.
