SUBVERSIVE ACTIVITY: (1). Leftist Elements in South Korea Constabulary: A confidential informant of Seoul CIC reported that a party from the intelligence staff of the Pusan Constabulary Headquarters made a secrit visit to the leftist forces on Cheju-Do on or about 14 Apr 48. This party contacted KIM, Jang Hung, the alleged leader of all leftist forces on Cheju-Do and made an agreement that the constabulary would not fight the leftists if they would attack only the National Police. It was agreed that the Constabulary would not fight against the leftists and the leftists would not attack the constab-ulary. Korean leftist forces on Cheju-Do are allegedly about 5,000 strong, under the leadership of KIM, Jang Hung. They are in hiding in the tunnels on Mt. Halla San where they have food and arms cached away. They are reported to have small arms ammunition for both Japanese and Russian weapons. The Organization is supposedly known as the Special Attack Corps. KIM, Jang Hung is a former classmate of Col. LEE, Hyung Keun, of the Korean Constabulary General Staff in Seoul, according to the informant. It is through the friendship of Col LEE and KIM that the collusion between the constabulary and the leftists on Cheju was effected. KIK, Jang Jung was a captain in the Japanese Army until the liberation, at which time he joined the communist Korean Forces in Yenan. KIM is reported to have come to Cheju-Do via Pyongyang in Oct 45. Statistical Summary of Civil Disturbances: 9 bodies found by CIC agent on Cheju-Do. No knowledge whether they were killed by police or raiders, however, the townspeople stated that the police killed them and failed to report it.
