의장의 초청으로 군정장관인 딘 소장이 위원회 석상에 참석함.

제1그룹의 요원으로서 마네(Mr. MANET)는 또한 한국 경찰이 때때로 일본 경찰로부터 전수받은 방법을 다시 사용하고 있는 사실에 대해서 딘 소장의 주의를 환기시키기를 원했다. 그리고 그는 제주도 지방 경찰에게 심문을 받고 있던 도중에 발생하였던 두 명의 한국인 사망자를 언급했다. 그의 감찰단은 단지 공개적이고도 진심 어린 미국인 고문관의 진술을 통해서 그러한 사망자의 존재를 알 수 있었다. 그는 그 미국인 고문관에게 기꺼이 찬사를 보냈다. 그러나 그는 경찰이 사용했던 그러한 방법들이 경찰이 살해당한 것에 대한 보복행위로써 제주도에서 자행되고 있었는지 아니면 그러한 방법들을 막으려는 미군정 당국이 수행해온 계속적인 노력에도 불구하고 여전히 경찰의 구타행위가 남한 전지역에서 자행되고 있었는지 궁금해하고 있었다.
어떠한 경우라도 자유스러운 선거분위기를 중요시하는 위원회의 결정에 매우 해로운 것으로 일반화된 그러한 범죄행위는 분명히 어떠한 정당성도 가질 수 없는 것이다.
미군정장관인 딘 장군은 3월 6일에 발생했던 사망자들 가운데 한 명이 조사를 받았으며 군사법정에서 공판을 받고 있었던 것으로 알고 있다고 말했다.
두 번째 사망자에 대한 조사는 지금 진행 중에 있다. 만일 그 조사가 앞에서 주장된 상황을 드러내 준다면 유죄가 있는 무리들은 군사법정에 의해 심판을 받게 될 것이다.
그러한 범죄행위를 제지하려는 것은 항상 미국 당국의 관심사가 되어왔다.
시리아 대표에 의해 제안되었듯이 제주도에서 남로당 요원들에 의해서 매우 많은 수의 경찰과 경찰 가족들이 무자비하게 살해된 것은 범죄자들의 일부를 사로잡는 데 경찰이 거친 방법을 동원하는 데 영향을 주었을 것으로 여겨진다. 그러나 경찰의 일각에서 그러한 행위는 관대하게 묵인될 수 없을 것이다. 경찰 요원의 교체가 효과를 보이고 있으며 그러한 효과에 대한 교육이 반복되었다.

INTERVIEW WITH MAJOR GENERAL W.F. DEAN, MILITARY GOVERNOR
At the invitation of the Chairman, General Dean, Military Governor, took his place at the Committee table.
As a member of Group Number One, he also wanted to call the attention of General Dean to the fact that the Korean Police were sometimes reverting to methods inherited from the
Japanese, and he referred to two deaths of Koreans, which had occurred during interrogations by the local police on the Island of Cheju-do. His observation group knew of such deaths only through open and sincere statement of the American Adviser, to whom he was glad to pay a tribute. But, he was wondering whether such methods were used on the Island as retaliation against the killings of police people, or if they were still in use in the whole of South Korea, in spite of the efforts that seemed to have been made by the United States Military authorities to stop them.
In any case, there clearly was no justification for such criminal acts, the generalization of which would be highly ditrimental to the conclusions of the Commission regarding the free atmosphere for elections.
General DEAN, Military Governor, stated that one of the deaths had occurred on 6 March, was investigated, and had been referred for trial to a Military Court.
An investigation of the second case is now being made. If the investigation reveals the conditions alleged, the guilty parties will likewise be tried by Military Court.
It has always been the concern of the United States authorities to prevent such practices.
It is indeed probable, as suggested by the delegate from
Syria, that the wanton killing of so many police and police families, by members of the South Korean Labor Party, on the Island of Cheju-do, influenced the police in these particular cases to take such harsh measures upon capturing some of the culprits. However, such action on the part of the police will not be tolerated. Personnel transfers have been effected and instructions to that effect reiterated.
