HEADQUARTERS UNITED STATES ARMY MILITARY GOVERNMENT IN KOREA APO 235 Unit 2 18 April 1948 SUBJECT: Cheju-Do Operations. TO : Chief Civil Affairs Officer 59th Military Government Company APO 712 1. You are familiar with the situation on Cheju-Do. 2. Two (2) L-5, Liaison-type planes, on arrival Cheju-Do, 18 April, are under your operational control. 3. An additional Battalion of the Korean Constabulary will arrive Cheju-Do early 20 April. On arrival this Battalion will, like other Korean security forces present, be under your operational control. 4. You will use the forces at your disposal to eliminate the subversive elements on Cheju-Do and restore law and order. 5. Prior to any large scale offensive action, you will make every effort to contact the leaders of the illegal elements and give them an opportunity to surrender. 6. Prisoners taken by Constabulary action will not be turned over to the Police. They will be placed in compounds prepared and guarded by the constabulary, and arrangements made to evacuate them at an early date to the mainland. 7.
