KOREA Military, Political, Economic, Social Situation, Press Review, Civil Intelligence, Miscellaneous Selected Items for the Information of Commanders and Staffs of the Far East Command No. 2105 MILITARY SITUATION 1. Cheju Island Uprising: (a) U.S. Destroyer Dispatched: The U.S. Military Governor of Cheju Island has reported that a state of minor guerrilla warfare exists throughout the island. Two U.S. destroyers and an unannounced number of fighter planes were requested by U.S. authorities on 11 May to aid in quelling the disturbances. The U.S. Destroyer Craig was dispatched to the island, 50 miles off the south coast of Korea, on 12 May to establish a patrol to prevent smuggling of arms and illegal entries which may be attempted to reinforce Communist dissidents in their reign of terror. A Korean Constabulary regiment has been reinforced to full strength to assist U.S. authorities in restoring peace and order. It is contemplated that fighter planes will be used to maneuver over the island during the period of the emergency so as to be available if the occasion should warrant their use. (a,b) Comment: Minor civil disturbances have occurred on Cheju Island since the beginning of U.S. occupation of Korea. The majority of these disturbances reflected Korean Communist-inspired resentment of U.S. occupation policies. The number of incidents increased sharply during the latter part of March and have continued increasing. The dissidents concentrated their attacks on policemen, election officials and candidates, and Rightists, principally members of the Dai Dong Youth Corps and United Young Men's Party. Only one attack against U.S. forces on Choju Island has been reported. This attack occurred 24 Apr when a U.S. plane was fired on by snipers as it took off from the Cheju air strip. Korean Communists were reported to have been landed on the north coast of the Island during April, probably with instructions to continue civil disturbances with emphasis on antielection incidents. (b) 17 Dead, 29 Wounded: Communist-inspired disturbances in South Korea have resulted in an additional 17 deaths and 29 wounded. Successful Election: (a) Heavy Voting: The National Election Committee of South Korea has announced that approximately 90 per cent of the registered voters in South Korea cast their ballot on 10 May. Unbiased observers believe the election was a success. The large number of voters indicates the ardent desire of the South Koreans to form their own Government by a democratic process despite threats, intimidation and subversive activities of nondemocratic elements. (b) Successful Candidates: Incomplete returns for the Seoul area indicate that the following candidates apparently were voted in office on 10 May: Dr. RHEE Syngman, leader of the Rightist National Society for the Acceleration of Korean Independence; YOON Chi Yong, a Princeton graduate and former secretary of Dr. RHEE; LEE Yoon Yawng, chairman of the Chosun Democratic Party, a Presbyterian Minister and a North Korean refugee; CHANG Myon, former member of the South Korean Interim Legislative Assembly (SKILA); Gen LEE Chong Chun, head of the Dai Dong Youth Corps; YOON Chai Ook of the United Young Men's Party; KIM Do Yawn, former member of SKILA, president of the Seoul Chamber of Commerce, and member of the Hankook Democratic Party (HDP); KIM Dong Wan and LE Yawng Choon of the HDP; and KIM Sang Don, a nonpartisan.
