시민소요
공산주의자들이 4월 3일부터 4월 8일까지 제주도에서 습격을 시도해 최소한 19명이 숨졌다. 이들 가운데 4명은 경찰관이고 12명은 우익 민간인이며 3명은 폭도이다. 소요기간 제주도의 사보타주는 다음과 같다. 교량 1곳 파괴 및 1곳 손상, 지서 1곳 방화 및 경찰 통신 손상 등이다. 선거등록사무소는 습격을 받지 않았다. 숨진 3명의 폭도 가운데 2명은 제주도 거주자가 아닌 것으로 확인됐다.(경찰보고)
논평 : 숨진 폭도 가운데 2명이 제주도 출신이 아니라는 보고는 오랫동안 의심해왔던 것, 즉 공산주의 폭력배들이 경찰 습격을 선동하고 이끌기 위해 한 지역에서 다른 지역으로 이동하고 있음을 가리킨다. 게다가 접경선과 해안 지점에서 들어오는 계속된 보고는 북한인들이 사망과 투옥으로 줄어든 공산주의자들의 지도력을 증대하기 위해 남한으로 침투하고 있다고 언급하고 있다.

A. Civil disorders:
Communist attacks one Cheju-Do from 03 April thru 08 April resulted in at least 19 deaths. Of these, 4 were policemen, 12 were rightist civilians and 3 were rioters. Sabotage on Cheju-Do through the disorder period included: 1 bridge destroyed, 1 bridge damaged, 1 police box burned and damage to police communications. No registration booths were attacked. 2 of 3 dead rioters identified as non-residents of island (police rpt). Comment: The report of 2 non-residents being found among the dead rioters indicates what has long been suspected - that Communist goons are being shifted from one area to another to instigate and lead attacks on police. Furthermore, continuing reports from border and coastal points claim North Koreans are infiltrating South Korea to augment Communistic leadership reduced by deaths and imprisonment.
