On 17th a South Korean Coast Guard vessel attempted to intercept a Soviet 500 ton vessel beyond the three mile limit off Cheju Do. The Soviet vessel made a 90 degree turn as if to ram the cutter. (B-2) Subversive 2. Small groups of guerrilla forces, primarily staff and training personnel, are reportedly in the Cheju Base Do Mountains. Added to this is the assistance afforded by the generally sympathetic attitude of the islanders. Due to the system of guerrilla operations, the changes of personnel from active to inactive status, switching of weapons, and recalling and reissuing weapons among groups it is impracticable to estimate the number of men and arms which can be mustered by the raiders at a given time. According to verified reports, the raiders have an estimated 12 American carbines and 25 MI rifles obtained by raids on police or through desertion by members of the constabulary. In addition a considerable number of Japanese rifles, as well as some Japanese grenades, are known to be in raider hands. Several Japanese machine guns in the possession of guerrillas are believed to be inoperable. Current: Operation against South Korea will start along the east coast. Operations will begin after the withdrawal of American Forces. Leaders of the invasion will be those who operated in Cheju-Do. Arms and ammunition will come to South Korea by vehicle.
