존경하는 국무장관 귀하
한국의 청년조직 재편을 지원하기 위해 애초 90일간의 임무를 띠고 서울에 파견된 존 라셔(John H. Lasher)의 내용 부연설명을 요구한 1949년 9월 15일의 대사관 <급송문서> 제566호에 덧붙여 건의 내용과 함께 여기 라셔의 조사결과를 보고하게 돼 영광입니다. 라셔는 한국의 청년단의 재편과 관련해 이 대통령에게 건의서를 제출했습니다.
라셔가 이 대통령에게 올린 주요 건의내용은 다음과 같습니다. ⑴ 단순화하고 강화하기 위해 현재의 청년조직을 재편할 것 ⑵ 청년조직의 업무 계획에 할당될 15억원과 집행부의 지출경비에 할당될 2억원을 포함한 전체 17억원의 적정한 공적자금을 내년 회계연도에 배당할 것 ⑶ 엄격한 지출경비 통제계획을 수립할 것 ⑷ 군사훈련 계획을 포함해 현재의 요구에 부응하는 다양한 계획을 재편성할 것 ⑸ 업무 계획을 통한 기술훈련을 강조할 것 ⑹ 현존하는 사회상황에 대해 청년단들이 좀더 주의를 집중할 것 등입니다.
이 대통령은 라셔와의 최근 면담에서 청년단들의 재편성과 합리화와 관련해 라셔의 대부분의 건의안을 이행하는데 대해 호감을 가진 것으로 보였습니다.
그러나 대통령이 어려운 재정문제에 부딪쳤고 경제협조처의 대충자금(對充資金)을 끌어들여 청년단 유지자금으로 사용할 방법과 수단을 강구하고 있다는 것은 분명합니다.
대통령이 청년단들을 위한 자금을 확보하기 위해 국회에 실제적인 접근을 할 것인지에 대해서는 두고보아야 합니다.
그 사이에 라셔는 4～5건의 소규모 업무계획과 기술 훈련계획을 시작하고 있습니다. 그러나 대규모 개혁계획은 청년단 유지를 위한 공적자금이 활용되지 않는 한 수행될 수 없습니다.

In reference to the Embassy's despatch no. 566, September 15, 1949, requesting the extension of the detail of Mr. John H. LASHER, who was originally sent to Seoul on a 90-day mission to assist in the reorganization of the Korean youth organizations, I have the honor to transmit herewith a report of Mr. Lasher's findings, together with recommendations, which he has submitted to President RHEE with respect to reorganization of the Korean Youth Corps.
The principal recommendations made by Mr. Lasher to President Rhee are these: (1) Reorganization of the present youth structure with a view to simplification and consolidation;' (2) appropriation of public funds totaling W1,700,000,000 for the ensuing fiscal year, W1,500,000,000 of which would be allotted to youth work programs and W200,000,000 to administration expenses; (3) establishment of strict financial control of expenditures; (4) reorganization of various programs presently under way, including the military training program, to conform to existing requirements; (5) stressing of technological training through work projects; (6) and devotion of more attention by the youth corps to existing social conditions.
During a recent conversation with Mr. Lasher, President Rhee indicated that he looked with favor on the implementation of most of Mr. Lasher's recommendations respecting the reorganization and streamlining of the youth corps. However, it was clear that the President is confronted with a difficult fiscal problem and that he is casting about for ways and means to obtain funds for maintenance of the youth corps by tapping ECA counterpart funds. It remains to be seen whether the President will in actual practice approach the National Assembly for an appropriation in behalf of the youth corps. In the meantime, Mr. Lasher is initiating several small-scale work projects and technical training projects. However, no large-scale reform program can be undertaken unless and until public funds are made available for the maintenance of the youth corps.
