[illegible] SUBJECT: Mission of the Provisional Korean Military Advisory Group TO: Commanding General, United States Army Military Government in Korea APO 235, Unit 2 1. The present mission of the Provisional Military Advisory Group, which is assigned to USAMGIK, will be as outlined in this letter. For planning purposes, the following assumptions are made in relation to the Korean Military Advisory Group (KMAG), which has not been established. a. KMAG will be a part of the future diplomatic mission to Korea. b. The Commanding General, USAFIX, is now responsible for the organization, equipping, and training of the Korean Constabulary, and will retain such responsibility until the completion of the withdrawal of USAFIX forces, as listed in plan "FIRESPUN". c. The Department of the Army will announce the mission for the KMAG, and direct its establishment as an action related to but not part of "FIRESPUN" in the same manner that the establishment of the South Korean Security Forces is now being handled. d. Upon receipt by this headquarters of the directive from the Department of the Army, announcing the complete mission of the KMAG, appropriate references will be made in "FIRESPUN". 2. The present missions of the Provisional Military Advisory Group, until such date as the KMAG is formed, and appropriate directives are received from the Department of the Army, are as follows: a. Furnish technical advice and assistance to the Korean Constabulary, National Police, and Korean Coast Guard. b. (1) Conduct intelligence training for the Constabulary, so that the Constabulary may be properly trained to perform its military mission. NOTE: The Provisional Military Advisory Group is not, nor will the KMAG be, primarily an intelligence gathering agency. It is of the highest importance that the personnel of these groups do not engage in the routine active collection of intelligence. c. Expedite and supervise the organization, training, and equipping of the Korean Constabulary to the end that the Constabulary will be a well-trained, capably-led, and carefully-integrated unit, capable of performing the following missions: (1) Resisting and subduing any attacks on the part of small guerilla forces, operating from bases in North Korea. (2) Prevention of the infiltration of any such guerilla forces into South Korea. (3) Suppressing any and all subversive groups that may be expected to start operations in South Korea at such time as USAFIX forces are withdrawn. (4) Assisting the National Police and Coast Guard in the maintenance of internal law and order throughout South Korea. (5) Units so trained as to have the capability of movement by rail, motor, or foot marches, from present locations to any part of South Korea for either offensive or defensive employment, as may be directed by the Military Governor of Korea, or upon directions issued by the Korean National Government when Military Government is disestablished. (6) The relief of United States forces presently assigned the mission of guarding the 38° North Parallel; such relief will be coordinated with the National Police and will be accomplished as outlined in plan "FIRESPUN", to provide security for the withdrawal of USAFIK forces.
