2명의 장교(모어 Mohr와 그린바움 Greenbaum : 역주)는 시가지(여수 : 역주)를 재탈환한 후에 도착한 경찰이 숫자미상의 좌익인사(Rightists로 표기되어 있으나 Leftists의 오기로 판단됨 : 역주)로 입증되거나 의심되는 자들을 사살했다고 보고했다. 그들은 또한 한국인 2명이 선교사들에게 공산주의자들과 경찰 가운데 어느쪽이 더 나쁜지 모르겠다고 말했다고 밝혔다.
논평 : 국방경비대는 확실히 거의 처형을 하지 않았고 경비대 장교들은 경찰에 처형을 중지하도록 지시했다. 우리는 지난 봄 제주도의 반란과 관련해 받아온 경찰의 가혹행위와 동일한 보고들을 더 많이 받기를 원한다. 미국인들은 경찰간부들에게 경찰의 가혹행위를 없애야 한다고 설득하고 있으나 우리의 노력이 단지 부분적인 성공만을 거둘 것을 우려하고 있다.

This is G-Highlight 311, 26 Oct 48.
The two officers report that police who arrived after town was recaptured killed unknown number of persons proved or suspected to be Rightists. They also stated that two Koreans told Missionaries that they did not know which was worse-the Communists or the police.
Comment: Constabulary apparently did little execution and Constabulary officers ordered police to stop their work. We expect to receive more of same stories of police brutalities that we have received in connection with Cheju Do revolt of last spring. Americans have tried to persuade police officials that they must stamp out police brutalities but am afraid our efforts have met with only partial success.
