최근 제주도에 주둔하고 있는 제58군사령부에 대한 감찰 결과 다음과 같은 정보를 얻었다.
(1) 제58군의 총병력은 4만 9,619명이었다. 그외에 한국 출신 병사와 노무자는 1만 7,161명이었는데 이들은 동원 해제되어 9월 1일 이전에 고향으로 돌아갔다. 5% 정도의 소형 무기들을 제외하고 모든 군수품은 파괴되거나 제주도에서 제거되었다. 10월 1일 현재, 제58군은 4개월 분량의 군량미를 보유하고 있다. 이 군량미는 주로 쌀인데 도민들이 50일 동안 소비할 수 있는 양이다. 제주도는 쌀을 제외하고는 자급자족하고 있으며, 쌀 이외의 잉여 농산물을 팔아 쌀을 산다.
(2) 민간인 경찰 101명 중 일본인이 50명이다. 일본군 헌병들은 한 지역에 집결되었으며, 모든 활동을 중지하도록 종용받고 있다. 일본군 전 병력은 마을에서 추방 중이나 필요한 경우에는 이들을 법과 질서를 유지하는 일에 종사하게 할 것이다. 전쟁 기간 동안 대략 3만 명의 제주 출신 젊은이들이 공장 노동자나 전쟁 노무자로 일본에 징집되었다. 이 숫자는 제주도 인구의 약 1/7에 해당된다. 아직 귀환자는 없다. 제주도에 있던 860명의 일본인 가운데 610명은 일본으로 돌아갔다. 잔류자 중 250명은 정부 관리와 그 가족들이다.

On a recent inspection trip to 58th Army Headquarters on SAISHU Island secured the following information:
(1) The 58th Army personnel totals 49,619. Additional Korean soldiers and laborers totaling 17,161 were demobilized and returned to Korea prior to 1 Sep. All Ordnance equipment has been destroyed or removed from SAISHU except the 5% small arms quotas. The 58th Army has provisions adequate for 4 months as of 1 Oct. Provisions on hand, chiefly rice, will suffice for 50 days' civilian consumption from 1 Oct. SAISHU is self-sustaining except for rice, the prime staple. A normal surplus in other grains is traded for Korean rice to provide the preferred diet.
(2) The Civil Police Force of 101 includes 50 Japanese. All KEMPEI TAI have been ordered to assemble in one location and cease operations. All Japanese troops have been removed from towns but will be employed, if necessary, to maintain law and order. Approximately 30,000 young men and women were sent to Japan as factory labor or mine workers during the war. This represents about one-seventh of the population. None have yet been returned. Of 960 Japanese on the island, 610 have returned home. Government officials and their families comprise the remaining 250.
