10월 31일 제주도의 관리들을 암살하기 위한 공산주의자들이 선동한 음모가 폭로됐다. 이에 따라 경찰관 11명과 일부 남로당원들이 체포됐다.(A-2) 그동안 게릴라들은 경찰을 3차례 공격했고 마을 2곳을 습격했다. 경찰관 2명과 경비대원 1명, 게릴라 50명이 숨졌다.(A-2)
제주도에서 공산주의자가 개입된 폭력행위는 마을 습격 4건, 경찰 습격 7건이 포함됐으며, 사망자는 경찰관 9명, 경비대원 1명, 게릴라 53명이다. 추후보고서는 지난주의 마을 습격 2건, 우익인사 사망 2명, 공산주의자 사망 7명을 다루지 않았다. 우익인사의 폭력행위는 보고되지 않았다. 이번주 보고서는 암살 4건과 경찰공격 2건, 정체불명의 정파관계자들인 개인에 대한 습격 2건 등이 기록돼 있다. 같은 그룹에 대한 추후보고서는 지난주 보고되지 않은 암살 1건과 학교 휴교 1곳이 기록돼 있다.

9. On 31 October Communist-inspired plot to assassinate officials on Cheju Do was discovered. Subsequently 11 members of police and some members of SKLP were arrested (A-2). Meanwhile guerrillas made 3 attacks on police and raided 2 villages. 2 policemen, 1 constabularyman and 50 guerrillas were killed. (A-2).
10. Communist violence including Cheju Do included 4 attacks on towns, 7 attacks on police, 9 police killed, 1 constabularyman killed and 53 guerrillas killed. Delayed reports not covered last week list 2 attacks on towns, 2 Rightists and 7 Communists killed. No Rightist violence was reported. Reports for this week show 4 assassinations, 2 attacks on police and 2 attacks on individuals attributed to persons of unknown political affiliations. Delayed reports for some group show 1 assassination and 1 school strike which were not reported last week.
