우리는 귀하가 맥킨타이어(McIntyre) 양을 통해 보낸 12월 11일자, 1월 9일자, 그리고 무기연구 유인물을 포함한 1월 14일자 등 3통의 편지를 받았습니다. 모든 것에 대해 감사를 드리고자 합니다. 부인과 나는 또한 귀하의 신년인사에도 감사를 드리고자 합니다.
비용은 관계없이 귀하가 어떻게 한국 여행을 할 수 있는지 나에게 알려주시기 바랍니다. 나는 귀하와 아주 많은 문제를 논의하고 싶습니다. 여기 있는 경제협력처(ECA) 기관들은 경제협력처 기금이 단지 경제회복에만 사용돼야 한다며 자연적으로 매우 조심스러워 하고 있습니다. 귀하가 경제협력처가 우리 고문관들이나 전문가들처럼 우리가 사용하기를 원하는 누구든지 급료지불 명부에 포함시킬 것이라고 말한 것은 잘못이 틀림없습니다. 귀하는 그곳에서 그와 같은 모든 것에 대해 이해하고 있을지 모르지만 여기서는 그렇지 않습니다. 예를 들어 우리는 더글라스(Douglas) 박사와 맨리(Manley) 박사의 고용을 요청했으나 아무도 경제협력처의 급료지불 명부에 포함되지 않았습니다.
나는 호프만(Mr. Hoffman)이 관심 있는 것을 알고 있습니다. 그는 한국 정부가 경제협력처의 기금으로 무엇을 하는 지를 알고 싶어합니다. 시티뱅크 총재가 원조 및 지원기금이 미국 정부가 아닌 한국 정부에 의해 다뤄질 것이라고 말한 것은 옳습니다. 그러나 여기 있는 번스(Bunce) 박사와 워싱턴의 존슨(Johnson) 박사가 다르게 하고 있는 것이 사실입니다. 귀하에게 얘기했듯이 나는 워싱턴의 김재선과 뉴욕의 최용진을 구입 대리인으로 임명했으나 그들이 이를 완전히 무시하는 것으로 보입니다. 귀하는 교환한 동봉된 편지 사본을 볼 것입니다. 무쵸 대사가 그들과 협조하지 않고 있다고 믿지만 그는 속수무책인 것으로 보입니다. 이것은 정확하게 하지의 통치기간 중에 나타났던 상황입니다. 그들이 미국에서 하려는 것은 전자이고, 실제로 그들이 여기서 하는 것은 후자입니다. 그러나 미국의 재정원조에도 불구하고 우리는 주권국가로서 우리의 권리를 양보할 수 없습니다.
귀하가 한국 정부가 13명의 미국인들을 고용하는데 영향력을 발휘해준 데 대해 감사를 드립니다. 사실 우리는 오랜 싸움에서 승리했습니다. 우리에게는 그들과 함께 우리를 도운 몇몇 우호적인 미국인들이 있습니다. 우리는 이곳에 무엇이 옳고 무엇이 그른지 대항하고 말할 미국인이 필요합니다. 그것을 할 수 없는 사람들은 한국에서 많은 도움이 될 수 없습니다.
어쨌든 제이(Jay)는 상심할 것입니다. 나는 내내 그를 위해 아무 것도 할 수가 없었고 당연히 그는 상심했습니다. 그는 내가 올리버(Oliver)에게 그럭저럭 주는 적은 월급으로는 우리에게 봉사할 수 없었습니다. 내가 도울 수 없는 상황이었을지라도 이 상황에 대해 유감입니다. 언제든지 가능하다면 어떻게든지 그를 사용하기 위해 할 수 있는 모든 것을 하겠습니다. 이것이 내가 제이를 먼저 고려하기 전에 누구에게든지 정부 업무를 주기를 주저하는 이유 가운데 하나입니다.

맥킨타이어 양은 어머니를 보러 갔다가 이제 우리에게 돌아왔습니다. 그녀편에 보낸 귀하의 편지들은 내가 이미 말한 것처럼 모두 받았습니다. 우리는 귀하의 딸이 다시 회복됐다니 기쁩니다.
지금까지 나는 내가 잊어버릴 지도 모를 모든 것을 먼저 언급했습니다. 이제 나는 귀하의 계획에 대해 말하고자 합니다. 개인적으로 나는 여러 가지 방법으로 나를 돕기 위해 귀하가 이곳에 오기를 바랍니다. 그러나 이곳에서 보다 그곳에서 더욱 큰 일들을 처리할 수 있을 것이라고 믿습니다. 우리가 하지 장군 밑에 있듯이 우리 손은 다소 묶여 있습니다. 귀하는 이곳에서 우리를 위해 싸워 이길 수 없습니다. 반면 워싱턴에서 귀하는 몇몇 효과적인 방법으로 우리를 도울 수 있습니다. 귀하가 경제협력처의 급료지불 명부에 기재된다면 귀하는 구입위원회와 관련하거나 한국 정부와 워싱턴의 경제협력처 본부 사이의 연락관으로 우리를 도울 수 있습니다. 가령 귀하가 호프만이나 국립 시티뱅크 또는 다른 경로를 통해 우리가 만족스럽게 이곳에서 경제협력처와의 협의를 해결할 수 있다면 우리들에게는 매우 가치있는 일이 될 것입니다. 미국 정부와 미국민들은 미국인 구직자들에게 원조기금을 주는 것이 아니라 한국인들을 지원하기 위해 주고 있습니다. 얼마전 한 미군 장교가 우리들에게 경제협력처 직원고용이 300～400명이 될 것이라고 말했습니다. 나는 미국 기관에 물었고, 그는 약 250명 정도 될 것이라고 말했습니다. 우리는 직원들의 전체 명단을 요구했으나 아직까지 받지 못했습니다. 우리는 그들이 무슨 명령을 받는지 모르며 그들이 가져오는 것은 무엇이든지 받아들여야 합니다. 이것이 미국내 이 기금의 진짜 기부자들이 그렇게 하도록 바라는 길이라고 믿는다면 우리는 상관치 않을 것입니다. 그러나 그렇지 않습니다. 그것이 그들의 계획을 항의없이 받아들일 수 없는 이유입니다. 그러나 귀하가 이 문제를 만족스럽게 해결할 수 있다고 생각한다면 조용한 방법으로 호프만을 설득시키십시오. 그렇지 않다면 그 문제를 모두 함께 버리십시오. 우리는 호프만을 괴롭히지 않을 것입니다. 그는 미국 의회로부터 승인받기 위해 그가 할 수 있는 모든 노력을 기울이고 있습니다.
우리 국회는 현재 6개월간의 예산을 심의하고 있습니다. 4월 1일 끝나는 상반기 회계연도가 커다란 적자를 기록했기 때문에 대통령의 특별승인에 대한 준비가 마련되지 않았습니다. 다음 하반기 예산은 그와 같은 승인이 이뤄질 것이며 그리고 나서야 대통령은 재량껏 사용할 일부 자금을 갖게 될 것입니다.
지금까지 우리는 경제협력처 기금으로부터 자유로운 우리의 달러 회계를 해결할 수 없었습니다. 이를 원조회계로부터 분리하는 대로 가능한 한 빨리 우리는 우리가 하고자 하는 것들의 일부를 할 수 있을 것입니다.

including Armour Research leaflet, and wish to thank you for all. Mrs. Rhee and I wish to thank you also for your New Year wishes.
Please let me know how you can make a trip to Korea without costing me any. I am very much interested to know as I would like to discuss so many things with you. The ECA authorities here are naturally quite careful that ECA funds should be spent only for economic recovery. I am sure you are mistaken when you said that ECA will put on its payroll any one we want to use as our advisers or technicians. You may have all such understanding there, but it is not so here. For example, we requested the employment of Dr. Douglass and Dr. Manley, but neither of them can be included among those who are on the ECA payroll.
I know what Mr. Hoffman is interested in. He wants to know what the Korean Government does with the ECA funds given to it. The City Bank President is correct when he said that the Aid and Assistance funds are to be controlled by the Korean Government and not by the U.S. But the truth is that Drs Bunce here and Johnson in Washington are doing differently. As I told you I appointed the purchasing agents, Kim Saesun in Washington and Choi Yongchin in New York, but they seem to ignore it completely. You will see the enclosed copies of letters exchanged. Ambassador Muccio is not in cooperation with them, I believe, but he seems to be helpless. This is exactly the situation which prevailed in the days of Hodge regime. What they are supposed to be doing in America is one thing and what they are actually doing here is another. However, we cannot yield our right as a sovereign state, regardless of the U.S. financial aid.
I am glad you used your influence in favor of the employment of some 13 Americans by the Korean Government. In fact, we won the battle after a long drawn out fight. We have some friendly Americans who helped us in reasoning with them. We do need Americans here who can stand up and tell what is right and what is wrong. Those who cannot do that cannot be of much help in Korea.
Jay will feel hurt anyway. I have been unable to do anything for him all this time, and he would naturally feel hurt. He was not able to give us full time service for the small salary that I could manage to pay Oliver. Although it was due to the circumstance which I could not help, I am not happy over this situation. Whenever it is possible, I would do all I can to use him in some way. This is one of the reasons, for which I hesitate to give the government job to any one before taking care of Jay first.
I told Oliver to find out what arrangement we can make with one of the publicity organizations and let me know. He may have thought that I was financially ready to start the work at once. At any rate, he made contacts with some of these organizations and reported to me openly. Then he approached Jay and Jay was hurt. He made it known that he represented me. It was all right when I was a private citizen. When I was returning from Washington last time he spoke to me about it and I thought he might act as my representative. However, I never meant to make him my official agent, over the chairman of the Commission. He also overlooked the fact that if the President of Korea openly establishes a propaganda organization in the United States through his representative in Washington, how

would it sound? Realizing that I was too careless I told him to stop the negotiations about the publicity program. We have to get the money first anyway.
We have sent large reinforcements of police and army to Cheju and the Communist terrorists will be rounded up soon.
Miss McIntyre had to go home for her mother and now is back with us. The letters you sent through her were all received as I have said already. We are glad that your daughter is well again.
So far I have mentioned first everything which I might forget. Now I wish to say what I want to say regarding your plans. Personally I would like to have you here to help me in various ways. But I believe you can handle bigger things there than here. Our hands are tied, more or less as we were under General Hodge. You cannot fight for us here with any degree of success, whereas in Washington you can help us in some effective way. If you could manage to be on the ECA payroll, you may help us in connection with the purchasing commission or as a liaison officer between the Korean Government and ECA headquarters in Washington. For instance, if you could settle the ECA arrangement here to our satisfaction through Mr. Hoffman or the National City Bank or any other channel, it would be worth a great deal to us. The Government and the people of America are giving the aid funds to help the Korean people and not to spend it for American job hunters. Some time ago one of the American Army officers told us that ECA personnel employment would be between 300 and 400. I asked an American authority and he said it would be about 250. We asked for a complete list of the personnel but have not received it yet. We do not know what they order and have to accept whatever they bring. If we believe this is the way the real givers of this fund in America want them to do, we would not mind. But if it is not, and that is why we cannot accept their program without protests. However, if you think you can settle it satisfactorily, please try to persuade Mr. Hoffman in some quiet way. If not, drop the matter altogether, We would rather not disturb Mr. Hoffman, who is trying all he can to secure the appropriation from the U.S. Congress.
Our Congress has the half year budget for discussion now. It has no provision made for special appropriation for the President, because the first half fiscal year ending the 1st of April has a big deficit. The next half year's budget may make such appropriation and then the President will have some fund to use in his own discretion.
So far we have not been able to settle our dollar account free from the ECA fund. As soon as we separate it from the aid account, we will be able to do some of the things we want to do.
