본인은 귀하에게 공군사령관이 본인에게 발송한 서신의 영어사본을 보내는 바이다. 이 서신은 49년 3월 3일에 국방장관과 총참모장에게 발송된 것이다.
주제: 항공기의 보급에 대한 추천
지난 작전기간에 우리는 크고 작은 작전에서 공군부대가 육군과 함께 합동작전을 펼치는 것이 절대적으로 필요하다는 점을 알게 되었다.
귀하가 알다시피 우리 공군은 제주도에서 작전을 하고 있는 항공기 4대와 광주지역에서 활약하고 있는 2대를 보유하고 있다. 그러나 이것들은 L-5 연락 항공기이며 단순한 연락임무 보다는 더 많은 기술적인 임무를 수행하는 것이 요구된다. 지상군의 공군기에 대한 절박한 요청은 점점 더 심각하고 강력해지고 있는데 이것은 항공기의 배치가 매우 제한적이어서 항공편대가 이미 부여받은 임무를 수행할 수 없을 때 더욱더 그렇다. 사실, 현재의 보유하고 있는 항공기 중 오직 7대만이 현재 작전을 수행하고 있는데 그 이유는 L-5는 우리가 미육군으로부터 인수받을 때 이미 중고품이었기 때문이다. 부여받은 임무를 성공적으로 수행하기 위하여 현재의 보유 항공기 대수를 최소한 30대로 늘리는 것이 절대적으로 필요하다. 이것은 모든 다른 형태의 항공기를 제외하고 오직 L-5에 대해서만 그렇다는 것이다. 만일 가능하다면 더 나은 항공기나 금속 날개를 가진 항공기를 보유하는 것이 요청된다. 향상된 훈련뿐 아니라 다른 임무를 수행하는데도 역시 L-5 항공기보다는 T-6 항공기가 훨씬 더 우세한 것으로 사료된다. 또 다른 L-5 항공기의 약점은 천으로 된 날개 때문에 L-5는 상시적으로 비행을 할 수 없다는 것이다. 비행기를 매다는 고리를 가진 비행장은 남한에 서울과 대구 두 곳뿐이며 다른 비행장들은 그러한 장비를 갖고 있지 않다. 이처럼 위에서 언급한 여러 가지 관점에서 판단해 볼 때 항공기의 필요성은 더 이상의 설명을 필요로 하지 않는다.

I cordially send an English copy of a letter of the Commanding Officer of the Air Force. This letter was issued by the CO of the Air Force to Minister of National Defense and to Supreme C/S DND as of 3 March 1949.
TRANSLATION OF THE LETTER:
Subject: Recommendation for supply of Air planes.
During last campigns we found that the cooperation of air unit with the ground forces is absolutely necessary in any operation, small or large.
As you know we have 4 planes operating in Cheju Island and 2 in Kwangju area. These are L-5 liason planes, however, they have been requested to perform more technical jobs than the simple liaison mission. Cry of the ground forces for air planes is getting more seriouse and more vigorus when the allocation of the air planes is so limitted that the air unit has not veen able to persuit the mission has already been loaded. In fact, only seven planes among the present allocation are operating now, because the L-5 planes we got had already been second hand planes when we received from US Army. It is absolutely neceesary to make a satisfactory perfomance of the job requested that we increase number of planes to at least 30 from the present allocation. This is for only L-5 planes excluding all other type of planes. It is also fequested to have better set planes or metal made wings, if possible. A T-6 planes are considered much better than L-5 planes for not only advanced training but for performing other missions too. Another weakness with the L-5 planes is that we can not keep them in an open air because of the cloth made wings. We have only two air fields with the hanger, in Seoul and Taegu, in South Korea and the other firlds are not equipped withhanger. Judging from the various point of view as above, the necessity of the planes does not need much explanation.
