대통령의 12월 13일 고문 사용 발언을 보고한 대사관의 12월 15일자 <항공우편> A-423을 인용해 12월 16일자 동아일보는 대한민국 김효석 내무부장관이 12월 11일 대구에서 연설을 통해 “경찰이 공산주의자들을 고문하는 것은 비난받아서는 안 된다”고 한 발언을 보도했습니다. 김 장관의 연설을 요약한 동아일보 기사는 계속됩니다.
“바꿔 말해 대한민국을 파괴할 목적으로 살인과 방화 등을 자행하다 체포된 공산주의자들을 심문하면서 고문을 사용하는 것은 피할 수 없는 일이다. 그러나 선량한 시민들을 고문하는 것은 철저히 금지돼야 한다.
그는 국민들이 부패한 관리들의 난폭함과 일부 사악한 경찰과 군인들 때문에 고통을 받고 있다고 시인했으나 이런 현상들은 공산주의자들과 싸울 때 일어날 수 있다고 밝혔다.
그는 또 불평을 하는 국민들은 먼저 공산주의자들을 증오해야 한다고 말했다. 10만 명의 군과 5만 명의 경찰로는 공산주의자들을 패퇴시키기 어렵기 때문에 국민들이 공산주의에 맞서 대항하고 투쟁에 참가해야 한다.
공산주의자들이 패배할 때만이 시민권이 보호받고 국민의 생계문제도 해결되며 민주사회가 수립된다. 그는 일부 공무원들의 비행으로 인해 모든 공무원들을 비난하는 것은 잘못이며 이는 오히려 공산주의자들이 환영할 일종의 반란행위라고 언급했다.
그러므로 국민들은 막연히 불평을 할 것이 아니라 그와 같은 비행을 구체적으로 지적해야 한다. 그러면 즉각적으로 치료될 것이라고 그는 주장했다”
내무부차관 장경근은 사적으로 대사관 관리에게 “우리가 공산주의자들을 고문하지 않는 한 그들은 고백하지 않을 것이기 때문에 때때로 고문을 사용해야 하며 그들의 범죄를 밝힐 이러한 정보를 필요로 한다”고 말했습니다.

Referring to airgram A-423, December 15, of this Embassy, and references therein, reporting the President's statement of December 13 on the use of torture, the Tong A Ilbo of December 16 reported that Home Minister KIM Hyo Suk of the Republic of Korea, in a speech at Taegu on December 11, stated: "The torturing of communists by the police is not to be criticized." Summarizing his speech, the Tong A article continued: "In other words, it is unavoidable to employ torture in cross-examining the communists who were arrested after having committed murder, arson, etc., for the purpose of destroying the Republic of Korea. However, it is strictly prohibited to torture good citizens. He acknowledged that the people are suffering from the rampancy of corrupt officials and some wicked police and army men, but he stated that such phenomena possibly occur in the fight against communists and that the people who have complaints should first of all hate the communists. Since it is very hard for 100,000 soldiers and 50,000 policemen to rout the communists, the people should stand up and participate in the fight against the communists. Only when the communists are routed can civil rights be protected, people's livelihood solved and a democratic society established. He stated that it is a mistake to blame all the public officials because of the mischiefs of some of them and it's also a sort of rebellious act which will be welcome to the communists. Therefore, the people should not vaguely complain but point out such misconducts concretely. Then a remedy, he declared, will be taken immediately."
The Vice-Minister of Home Affairs, CHANG Kyun Keun, has said privately to an officer of this Embassy: "We must use torture sometimes because the communists will not always confess unless we torture them and we need this information to discover their crimes."
