우리가 일반적으로 공산주의 활동 때문으로 돌리는 제주도 소요와 관련해 제주도를 방문했던 부군정장관이 마련한 1948년 6월 16일자 비밀 비망록 사본을 동봉하게 된 것을 영광으로 생각합니다.
이 비망록을 정독하면 그곳의 상황에 대해 보다 정확히 이해할 것이며 공산주의자들이 그들의 목표를 추진하기 위해 상황을 이용하려는 다양한 소요원인을 이해할 것입니다.
이 급송문서는 분류상 ‘비밀’로 엄격하게 취급돼야 하는 육군의 문서 사본이기 때문에 국무부 안에서 제한된 범위 밖으로 배포돼서는 안됩니다.

사령관을 위한 비망록
제목: 1948년 6월 15일 제주도 방문
1. 작전: 로스웰 브라운 대령은 다음과 같이 작전을 수행하고 있다.
a) 국방경비대 4개 대대가 제주도의 동서남북에 각각 주둔하고 있다. 이들 대대는 전투지역 휘하에 약 2개 중대로 구성됐다. 경찰은 해안지역 치안에 책임을 맡고 국방경비대는 해안지역을 제외한 모든 지역을 맡고 있다.
b) 모든 대대가 동시에 공동 목표로서 산간 고지대를 향해 내륙으로 작전을 전개하는 경비대 지역의 수색은 완료될 예정이며 군인들은 오늘 자신들의 부대로 돌아갈 예정이다.(6월 16일)
c) 이 작전에서 약 3,000여 명이 체포됐고 심사를 받았다. 현재 여성 2명을 포함해 575명이 제주의 포로수용소에 있으며 4개 심문팀의 심사를 받고 있다.
이번 수색에서 몇몇 중간 지도책들이 체포됐고 그들을 통해 산간지대의 동굴 은닉처의 위치를 파악했다. 50만엔과 무기, 식량, 장비 등이 압수됐다.
본인이 방문하는 동안 제주(제주읍)의 사령부는 전령 이외에는 대대와의 다른 통신수단이 끊겼다. 그 결과 15일에는 작전결과를 보고받지 못했다.
d) 작전으로 폭도들은 소규모 무리로 흩어져 도주하고 숨어 지내고 있다. 두 번째 작전은 며칠 안으로 폭도들을 기습하고 더 많이 체포하기 위해 연대들을 인접시켜 섬의 북쪽과 남쪽을 역으로 수색하기로 예정돼 있다.
2. 상황
a) 상황은 상당히 호전됐지만 잘 조직된 정보와 재교육 프로그램이 적극적으로 추진되지 않으면 나빠질 것이다.
b) 공산훈련을 받은 요원들이 제주도에 고도로 조직돼 있다. 브라운 대령은 전체 주민의 80%가 이들과 관련돼 있거나 두려움 때문에 공산주의자들과 연계돼 있는 것으로 추정했다. 각 마을에는 공산주의 세포가 있으며 명령받은 대로 행동하지 않으면 주민들은 총살이나 폭행 당하거나 주택방화가 이뤄진다. 브라운 대령은 제주도의 조직이 남로당에 의해 영향을 받고 있다는 견해를 갖고 있다. 중국과 만주, 또는 북한에서 보낸 극소수의 일부 요원들을 제외하면 대부분의 폭도들은 훈련받은 원주민들이다.
구식 일제나 미제, 제주 현지에서 만든 것을 제외하고 제주도에서 획득할 수 없는 무기와 장비들은 거의 발견되지 않았다.
c) 주민들은 끊임없는 공포 속에 살고 있으며 그런 공포감 때문에 공산주의자들에게 협력하고 있다. 6개 읍면의 초등학교는 다시 문을 열었으나 휴교 중에 있고 학교로 돌아가기를 거부하고 있다. 좌익성향이 이들 학생들 사이에 충분히 보여지며, 그들은 지령에 따라 행동하고 있다.
d) 경찰의 가혹행위와 제주도의 경제상황이 공산주의자들의 활동에 엄청나게 기여했으며 장기적이고 철저한 처방이 요구된다. 경찰활동은 이 사령부에서 잘 파악하고 있다.
e) 경제상황은 참을 수 없을 만큼 나쁘며 확실한 조처가 취해져야 한다. 그렇지 않으면 진전이 이뤄질 수 없다.
f) 제주도는 육지와는 달리 쌀에서 수입이 나오지 않는다. 다른 곡물들이 생산된다. 제주도의 주요 작물은 주정(알코올)을 만드는 고구마이다. 일본인들은 농민들로부터 고구마를 사들여 제주에서 대규모 주정(알코올)공장을 운영했다. 1946년과 1947년의 작물을 사들여 주정(알코올)을 만들었다.
g) 브라운 대령은 공장 운영자들이 지난해산 알코올을 팔았고 현재 제주도에 있는 작물을 사들일 자금이 없어 공장이 폐쇄됐다고 말했다. 작물의 금액은 4,000만엔 정도이다. 이제 마지막 갖고 있는 곡물을 심을 시기가 다가오고 있으며 농민들은 무엇을 심어야 할지 혼란스럽고 모르고 있다.
h) 이 상황이 지체 없이 개선되지 않는 한 경제, 정치적으로 심각한 문제가 예상된다.
3. 기타 사항
a) 근해에 있다 나포된 일본어선 3척이 제주도내 포구에 묶여 있다. 그들의 처리에 대해 아무런 조처도 취하지 않은 채 6개월이 지나갔다. 일본 선원들은 어선에 살며 도청으로부터 식량을 받고 있다. 이들 어선들은 풀려나거나 지역경제를 위해 현지 어로작업에 사용돼야 한다.
b) 항구에 좌초된 FS형 선박 1척은 더 이상 사용할 수 없다. 선반 등과 같은 기계류가 있으며 구조작업이 허용되면 현지에서 사용할 수 있을 것이다.
c) 제주의 방파제 옹벽이 오랫동안의 높은 파도로 심하게 손상됐다. 침식된 부분에 돌로 고정시키면 현재 사용할 수 있다. 이 작업이 당장 이뤄지지 않으면 전체 부두가 파괴될 것이고 제주도의 유일한 부두가 작동불능 상태에 빠질 것이다.
4. 건의
위의 정보는 브라운 대령의 발언과 개인적인 관찰에 근거한 것이다. 군정청이 위의 상황을 인식하고 있으리라는 것은 확실하다. 그러나 본인은 그런 현상에 대한 상황은 신속하게 조처를 취해야 할 것이라고 느끼고 있다. 그러므로 다음과 같이 건의한다.
a) 제주 도민들에 대한 광범위한 재교육이 지체없이 공보원, 주로 한국인들에 의해 이뤄져야 한다. 제주도를 장악한 공산주의자들이 제거돼야 하며 그렇지 않으면 제주도에 심각한 결과가 닥칠 것이다.
b) 효율적이고 신뢰할만한 경찰이 제주도에 주둔해야 한다.
c) 경찰이 치안을 맡을 때까지 기동성 있고, 효율적인 경비대가 제주도에 주둔해야 한다.
d) 고구마 재배와 알코올공장(주정공장)의 가동과 관련해 현재의 참을 수 없는 상황을 치유하기 위한 조처가 취해져야 한다.
e) 항구에 있는 일본어선 3척의 처분조처를 취해야 한다.
f) FS형 선박 구조가 이뤄져야 한다.
g) 방파제 옹벽보수공사가 가능한 한 빠른 시일 안에 이뤄져야 한다.

SIR:
In connection with the disturbances on Cheju Island, which we attribute in a general way to Communist activities, I have the honor to enclose a copy of a secret memorandum dated June 16, 1948, prepared for the Commanding General by his Deputy who visited the Island. Perusal of this memorandum will give a more accurate view of the situation there and the various disturbing factors which enable the Communist elements to take advantage of the situation for furtherance of their aims.
This despatch should not be distributed outside of a limited circle within the Department itself because it is a copy of an Army document which should be treated strictly as its classification —secret—indicates.

MEMORANDL FOR: The Commanding General
SUBJECT: Visit to Cheju Do, 13 June, 1948
a1. Operations. [illegible] the forward [illegible] is conducting
[illegible] operations [illegible]

a. Four Constabulary battalions and move been stationed
to the north, east, west and south sides of the Island respectively, with about two companies in each battalion on
substations in the battalion area. The police are charged
with the responsibility of security in the coastal area and
the Constabulary all areas exclusive of the coastal area.
b. Searching of Constabulary areas simultaneously
by all battalions working inland toward the high point of
the mountain as the common objective is scheduled to be completed and troops back at their base camps today (16 June).
c. About three thousand persons have been apprehended and screened during this operation. At present there
are 575 persons, including two women, in the stockade at
Cheju now being screened again by four interrogation teams.
In this search, several subleaders were apprehended and
through them, caches in caves in the mountains have been
located. 500,000 yen, arms, food and equipment have been
captured. At the time of my visit, headquarters in Cheju
was out of communication with battalions other than by runner,
so results of the operations on the 15th had not been received
d. The operation has scattered the raiders into
small bands who are on the run and in hiding. A second
operation is contemplated in a few days to search the island
from north and south in reverse order by adjoining battalions
to surprise the raiders and with the hope of apprehending more
2. Conditions.
a. The conditions are much improved but will be lost
unless a well organized information and reorientation program
is rigorously executed.
b. Communist trained agents are highly organized on
the Island and Colonel Brown estimates that about 80% of the
population are connected or adhere to the Communist set up
through fear. Each village has a Communist cell and unless
the inhabitants do as directed, they are shot, or beaten.

or their homes are burned. Colonel Brown is of the opinion that the organization of the Island has been effected by the South Korean Labor Party. Except for few agents sent in from China, or Manchuria, or North Korea, most of the raiders were trained natives. Few arms and a very little equipment have been found that could not have been obtained on the Island from old Japanese, American sources, or locally made.

d. The police brutality, and economic conditions the Island have contributed immeasurably to the work f the Communists and will require long and thorough treat- ent. The police activities are well known in this headquarters.
e. The economic situation is intolerable and corrective tion must be taken on a little headway can be made.
f. The Island, unlike the mainland, does not derive s major income from rice. Other grains are produced. The ajor crop of the Island has been the sweet potato for con- ersion into alcohol. The Japanese operated a large alcohol lant at Cheju, buying the potatoes from the farmers. The 946 and 1947 crops were purchased and alcohol made.
g. Colonel Brown states that the operations of the lant sold the last year's production of alcohol and, through heft or other disposition, have no funds to purchase present risting crop on the Island the plant is closed. The value f the crop is about 40,000,000 yen. The farmers are approach- ng planting season now and with their last crop on their hands re confused and do not know what to plant.
h. Unless this situation is corrected without de- ay, serious trouble there can be expected both economically nd politically.
3. Miscellaneous Items.
a. There are three Japanese fishing boats tied up a Cheju basin that were seized for being in local waters, nd have been there for six months without action taken as o their disposition. The Japanese crews live in the boats nd are fed from provincial sources. These boats should be eleased, or employed in local fishing to assist local economy.
b. An FS boat, aground in the harbor, is beyond urther use. There is machinery aboard, such as lathes, tc., that could be used locally if salvage would be permitted.

c. The retaining wall on the quay at Cheju is badly undermined from high seas of past seasons. It can be saved ow by chucking stone into washed cut areas. If this work s not done soon the entire port will be subject to destruction and the only suitable port on the Island made inoperable.
4. Recommendations:
The above information is based upon statements of Colonel Brown and by personal observation. No doubt Military Government is cognizant of the above conditions, but I feel that conditions—there are of such nature that prompt— action should be taken. Therefore, the following recommendations are made:
a. A comprehensive reorientation of the inhabitants of Cheju be made by OCI, mainly through Korean personnel, be effected without delay. Communist hold on the Island must be eliminated or serious effect on the island will result.
b. An efficient and reliable police force be stationed on the Island.
c. A mobile, efficient Constabulary force should be stationed on the Island until the police can take over security responsibility.
d. Action be taken to remedy the present intolerable situation relative to the potato crop and operation of alcohol plant.
e. Action taken to dispose of the three Japanese fishing boats in the harbor.
f. Salvage of the FS boat be effected.
g. Repair of retaining wall on quay be accomplished at earliest practicable time.
