주한미육군사령관 존 하지(John R. Hodge) 중장의 다음 성명서가 오늘 한국의 언론에 발표됐습니다.
“한국정부 수립과정에 있어서 본관은 선량한 한국민의 진정한 친구로서 공산당의 새로운 선전술과 거짓말에 한국민들이 혼란을 겪고 오도되는 것을 볼 때 유감을 금치 못하는 바이다. 이 새로운 선전술은 일부 일류 공산당 선전가들에 의해 교묘하게 만들어졌고 여러분들 사이에 있는 크레믈린의 간첩들이 낭설과 밀담, 삐라, 허위기사 등을 통해 간교하게 유포되고 있다. 물론 여러분 대부분은 크레믈린이 공산폭력행위와 선전을 지시했는데도 불구하고 한국민들이 자유선거를 치렀다는 것을 알고 있다. 이로 인해 파괴분자들은 외세의 지배로부터 자유롭고 통일된 독립 한국의 건설을 도와주려고 애쓰고 있는 미국인들과 비공산주의자 한국인들을 불신에 빠뜨릴려고 하는 새로운 선전술을 이용하게 됐다.
즉 공산주의자들은 현재 미국이 한국과 극동에서의 임무와 관련해 일본인들을 이용하고 있다는 취지로 허위선전을 하는데 열중하고 있다.”
이 새로운 ‘신전술’에 있어서의 최근의 허위성명은 다음과 같다.
첫째. ‘미국이 일본을 군국주의 국가로 재건설하고 있다’는 것이다. 이것은 미국 당국이 최근에 일본인들의 식량과 의복을 자체 해결할 수 있도록 하고 세계경제의 부담을 종식시키려고 하는 인도적인 차원의 계획을 발표했기 때문에 천박한 사람들만을 속일 수 있는 완전한 허위다.
이 계획은 현재적이건 잠재적이건 간에 일본의 군사력 재건과는 전혀 관계가 없는 것이고 다만 인간을 생존케 하여 세계 평화에 공헌할 목적으로 마련된 것이다.
둘째. ‘한국의 미군사령부와 군정청이 한국에 있던 전 일본의 고위관리들을 숨겨주고 이용하고 있다’는 것이다. 이것은 공산주의 선전에 쉽게 빠진 한국인들에게 좋은 이야깃거리를 만들지만 이것이나 이의 함축된 내용에 있어 전혀 진실이 아니다. 본관이 아는 한 한국에는 전 일본인 고위관리는 물론 하위관리도 없다.
셋째. ‘제주도의 치안을 회복시키기 위해 일본인 무장부대가 참가하고 있다’는 것이다. 제주도의 정치적 혼란을 야기시킨 공산주의자들이 그들의 형제자매를 살해할 계획을 지원받기 위해 일부 일본 공산주의자들을 합류시켰다는 것일지는 모르나 본관은 단언컨대 제주도나 한국의 ‘미국 지역’ 어느 곳에도 법질서 집행에 활용하는 일본인이 없음을 밝히는 바이다.
전체주의적 노예로 자신들의 국가를 전락시키기를 원하지 않는 비공산주의 한국인들과 한국인들을 돕고 있는 미국인들을 비난하기 위하여 전력으로 한국인들 사이에 소비에트 공산주의자가 만든 유언비어가 계속 유포되거나 증가될 것이라는 점을 본관은 과거에도 한국인들에게 경고해 왔고 다시금 경고하는 바이다.
본관은 여러분 모두에게 이들 거짓행위를 간파하고 이것을 무시하고 불신할 것을 촉구하며 특히 한국 정부를 수립하기 위해 일로 매진하고 있는 중대한 시기에 있어서 공산주의자의 유언비어와 선전활동을 반복함으로써 여러분들을 현혹케 하려는 자들을 원조하는 것과 같은 죄악을 결코 범하지 않기를 요망하는 바이다.

The following statement by Lieutenant General John R. Hodge, COMGEN USAFIK, was released to press in Korea this date.
"As a true friend of the fine Korean people it grieves me to see them being confused and mislead by a new line Communist propaganda and lies while in the midst of forming their government This new line is one cleverly designed by some of the smartest of the Communist propaganda manufacturers, and is being cunningly spread by the Kremlin agents among you via rumor, whispering campaign, handbills and phoney newspaper reports. Of course, most of you know that now the South Koreans have held their free election in spite of the Kremlin directed Communist violence and propaganda, the subversive elements must find, a new line to attempt to discredit the non-Communist Koreans and the Americans who are trying to help Korea establish its independence, united and free from foreign domination They are now busily engaged in spreading lies to the effect that the United States is using Japanese in connection with its mission in Korea and the Far East.
The latest false statements in this new "party-line" are as follows:
One. 'That the United States is building Japan back as a military power.' This is a flat falsehood that gains credence among the uninitiated because United States authorities recently announced a humanitarian plan to get the Japanese to where they can feed and clothe themselves and cease to be a burden on the rest of the world's economy. This plan has nothing whatsoever to do with restoring Japanese military power, either physically or potentially. It is aimed only at contributing to the peace of the world and helping human beings to live.
Two. 'That the United States Command and Military Government in Korea are harboring and using former high Japanese governmental officials in Korea.' This makes a good story for those Koreans who fall easily for Communist propaganda but there is no word of truth in it or in its implications. There are no former high or low Japanese Government officials in Korea known to this command.
Three. 'That there are armed Japanese participating in the restoration of peace on Cheju Do.' It may be that the Communists who worked up the violent Cheju Do political distrubances imported some Japanese Communists to help in their schemes of murdering their own brothers and sisters. However, I can state categorically that there are no Japanese in the forces of law and order on Cheju Do or elsewhere in the United States zone of Korea.
I have warned the Korean people in the past and I warn them again that there will be a continuation and an increase in Soviet-Communist manufactured lies spread among Koreans in the all-out effort to discredit the non-Communist Korean elements who do not wish to sell their country into totalitarian slavery, and the Americans who are helping them. I urge that all of you be alert to detect, disregard and discredit these falsehoods and that you not become guilty of assisting those who wish to betray you by repeating Communist false rumors and propaganda, particularly during this critical period your country is going through during the formation of its government.
