1948년 5월 25일자 서울 정치고문관 <전문> 제386호의 7번째 문단과 관련해 1948년 5월 10일 선거 당선자 명단을 동봉하게 돼 영광입니다. 이것에는 1948년 5월 21일 중앙선거관리위원회가 군정장관 윌리엄 딘 소장에게 보낸 자료도 있습니다.
이 명단에는 제주도의 3개 선거구 가운데 2개 선거구의 재선거(서울 정치고문관 <전문> 제389호, 1948년 5월 26일)를 명령했기 때문에 당선자 198명의 명단만을 담았습니다.
이들 당선자들에 대한 상세한 내역을 여러 범주로 분류했으며 1948년 5월 22일자 서울 정치고문관 <전문> 제384호와 1948년 5월 26일자 <전문> 제390호를 참조하시기 바랍니다.
5월 22일자 서울 정치고문관 <전문> 제384호는 소요와 파괴활동으로 등록 유권자들의 투표율이 과반에 약간 미달돼 새로운 선거를 실시토록 한 제주도의 2개 선거구에서 최다 득표를 한 후보 2명을 포함해 당선자 200명의 상세한 내역을 담고 있습니다. 제주도의 2명 가운데 1명은 이승만의 추종자이고 다른 1명은 대동청년단 소속 후보입니다.
또 각 도별 당선자들의 소속 정당의 상세한 내역을 동봉했으며 다시 선거를 치러야 할 제주도 2명의 후보도 포함돼 있습니다.

Following is reported on UNTCOK and related activities since items reported Seoul POLAD number 386, May 25.
1. Meetings: None in Seoul. UNTCOK substantively in session at Shanghai.
2. Convening of Assembly: After our liaison officer, General Weckerling, officially informed Secretary Chu Hung-Ti on May 26 that Assembly would convene May 31, Chu conveyed that information to UNTCOK in Shanghai and requested instructions which arrived May 28 merely to effect that UNTCOK would send neither delegate nor prepared message leaving it to small UNTCOK group here to decide who would attend and what would be said. As Costilhes will attend opening as French Consular representative and as Soo will attend as Chinese Consular representative, Chu will reluctantly do the honors by making few congratulatory remarks. Thus, the Assembly, which is really the creature and child of UN's resolution of November 14 last year, is practically disowned by its parents at its debut party.
We realize that strictly speaking convening of Assembly might appropriately have been postponed until after UNTCOK had made its decision and report on the election, since UNTCOK conceivably might decide that the election was unsatisfactory and that therefore Assembly should never have been convoked. We could not, however, safely postpone matter longer than May 31 because that is one week after last date provided in election law and regulations (approved by UNTCOK) for possible invalidations (only two seats from Cheju Island were invalidated) and because Rhee and his inner coterie are almost explosively pressing for action. To have delayed longer would have caused him to get out of hand with possible unfortunate consequences. On the UNTCOK side, convening date of May 31 gave delegates three full weeks after election to decide whether election was or was not satisfactory but they chose to waste time arguing where to write their report and went off to Shanghai to do so. These are elements of both provocation and tragedy because of possible consequences. Thus those most directly concerned with the present phase-UNTCOK and elected Korean leaders-are fiddling while Russian bear licks his chops on 38th parallel.
3. Contested cases: After careful investigation by our legal experts, Doctors Pergler and Frankel, the contested case of Anny Choi was thrown out for fraud. Thus 198 successful candidates are eligible to present credentials at the opening session with only two from Cheju Island yet to be chosen by new election on June 23.
4. Return of UNTCOK: Secretary Chu advises that UNTCOK (or part thereof) is expected to return Seoul about June 10.
5. Other telegrams this subject during past week are: Seoul POLAD's numbers 389 and 391, both May 26 and 398, May 27.
