3월 21일자 방첩대(CIC) 보고서에 따르면 자신들은 제주도의 북동쪽 해안에 위치한 중문유치장에 1,000명의 군중들이 접근해 와서 한 죄수를 석방할 것을 요구했다는 정보를 국립경찰로부터 받았다. 군중들은 곤봉과 돌을 들고 있었다. 군중들이 돌을 던지며 감옥으로 돌진하기 시작하자 경찰은 발포했고, 군중 4명이 부상당했다. 발포하자 군중들은 해산했다.
논평 : 3월 19일자의 다른 보고서에 따르면 제주읍 파업자의 80%가 직장으로 복귀했고, 나머지도 24일까지는 복귀할 것으로 기대된다.

CHEJU-DO (980-1130)(33°24'N-126°34'E) - 19 March 1947 - : CIC report dated 21 March states that information has been received from the National Police that 1,000 people approached CHUNG [illegible] jail on the Northeast coast of CHEJU Island and demanded the release of a prisoner. The people were armed with clubs and rocks. When the crowd began throwing rocks and attempted to rush the jail the police fired, wounding 4 people. The crowd dispersed following the shooting. COMMENT: Other reports dated 19 March state that 80 percent of the strikers in CHEJU City have returned to work, and that all are expected to return by 24 March.
