(1) 6,000t급의 전 일본 여객선 만수마루(MAN SU MARU)가 6월 27일 제주도 연안에 나타났다. 이 선박은 조천리 근방 1.5마일 지점의 해상에 좌초한 것이 확실해 보였다. 6월 28일 보병 제20연대 E중대의 한 장교가 선박을 조사하기 위해 갔다가 다수의 백인 남자와 여자, 어린이들이 승선하고 있는 것을 발견했다. 그는 남자들이 입고 있는 제복이 러시아의 육군과 해군복임을 확인했다. 영어를 조금 할 수 있는 선장은 단지 기관에 문제가 있을 뿐이기 때문에 도움이 필요하지 않다고 말했다. 그는 제20연대 장교의 승선을 거부했다. 6월 29일 만수마루보다 조금 더 큰 선박이 예인선 크기의 작은 선박과 함께 같은 장소에 나타났고, 4마일 가량 떨어진 곳에서 증기를 내뿜으며 이리저리 움직였다.
군정장교와 제20연대 장교가 승선한 제주의 경찰 순시선이 조사하기 위해 나갔다. 그러나 두 척의 선박은 순시선이 다가가자 북동쪽 방향으로 달아나서 그 중 큰 선박이 굴뚝 1개만을 갖고 있다는 사실 이외에 다른 것은 확인 할 수 없을 정도로 먼거리를 유지했다. 제20연대 E중대의 정찰대가 만일의 사태에 대비해 좌초된 선박 맞은 편 연안에 배치됐다. 6월 30일 미군정 장교 2명과 제20연대 소속 중위 1명이 미국기를 단 순시선을 타고 출동하여 아무런 저항없이 러시아 이름으로 엔에세이(ENESSEY)라는 그 배에 승선하였다. 의심스러운 점은 발견되지 않았다. 블라디보스톡에서 출항한 엔에세이호는 순환장치와 무선장비가 고장났으며 블라디보스톡에서 부품을 공급받아야 할 상황이었다. 선장은 블라디보스톡에 있는 러시아 태평양함대 사령관에게 다음과 같은 메시지를 보내줄 것을 요구했다. “저는 지금 북위 33도 33분 동경 126도 38분의 깐깐만(the bay KAN KAN) 부근 제주도 북쪽 해안에 정박하고 있습니다. 순환장치가 고장나 속도를 낼 수 없으며, 무선장비도 고장났습니다. 미국 무선국을 통해 이 메시지를 보냅니다. 수신은 엔에세이호의 수신기로 하겠습니다. 서명: 엔에세이호 선장, 사령관 츠몰로스키(CHMOLOVSKY).” 선박은 여전히 러시아기를 휘날리며 정박해 있다.
(2) 제주도의 콜레라 환자들 가운데 단 3건만이 제주읍에서 발생했다. 나머지는 섬의 동쪽 끝 여러 마을에서 발생했다. 6월 29일 비행기가 20만개의 백신과 세균실험 장비들을 공수했다.

5. Miscellaneous.
√ a. On 27 June, a former Japanese passenger ship, the MAN SU MARU, approximately 6,000 tons, appeared off the island of CHEJU and apparently went aground one half mile off the coast near the village of CHOCHON-NI (964 - 1155). On 28 June, an officer from Co "E", 20th Inf, went out to the ship to investigate and found that there were a number of white men, women, and children aboard. He identified the uniforms, both Army and Navy, which the men were wearing, as Russian. The Captain of the ship, who could speak some English, said that he only had engine trouble and required no assistance. He refused to allow the 20th Inf officer to go aboard. On 29 June, another ship, slightly larger than the MAN SU MARU, accompanied by a smaller craft of about tugboat size, appeared near the same position and continued to steam back and forth about 4 miles off shore. A police patrol boat from CHEJU (952 - 1148) with a Military Government officer and the 20th Inf officer aboard went out to investigate, but both vessels fled in a northeasterly direction at the approach of the patrol boot and remained at such a distance that no identification could be made other than the fact that the larger ship had only one stack. A patrol from Co "E", 20th Inf, was posted on shore opposite the stranded vessel to note any further developments. On 30 June, two MG officers and the Lt from the 20th Inf went out in a patrol boat flying the American flag and boarded the ship, whose Russian name is "ENESSEY", without any opposition. Nothing suspicious was found aboard. The ship had sailed from VLADIVOSTOK. Its circulating system and radio transmitter are broken and replacements must be obtained from VLADIVOSTOK. The Captain of the ship requested that the following message be sent to the Commander in Chief, Russian Pacific Fleet at VLADIVOSTOK: "I am standing at anchor at North coast of island QUELPART near the bay KAN KAN, latitude 33°33' longitude 126°38'. Have no speed because my circulating system is broken. My transmitter is broken too. Send this message by an American radio station. I will listen to you by my own receiver. Signed: Commander CHMOLOVSKY, Captain of ship ENESSEY." The ship is still at anchor flying the Russian flag.
b. On C▮ J Island, only three of the chol[illegible] cases are in the city of CHEJU; the remainder are in villages on the oc...orn end of the island. On 29 June, a plane flew in 200,000 units of vaccine and a bacteriological laboratory.
