대형 중앙지인 동아일보는 11월 17일자에서 다음과 같이 3명의 도지사 교체를 발표했습니다.
신임 강원도지사: 최규옥. 강원도 춘천 출신 국회의원. 경상남도지사로 발령된 양성봉의 후임.
신임 경상남도지사: 양성봉. 문시환 경질
신임 제주도지사: 김충희. 김용하 경질
서무처장 전규홍 박사는 위의 도지사 교체를 확인하고 11월 15일부로 효력을 발생한다고 밝혔습니다.
전 경상남도지사 문은 전 공산주의자입니다. 3개월 전부터 그가 지사직에서 경질될 것이라는 소문이 돌았습니다. 진주의 게릴라들이 10월 27일 습격한 뒤 그는 동양적 관습에 따라 사직서를 냈습니다. 외관상으로 사직서는 수리됐습니다.
동아일보 11월 17일자에 따르면 전 제주도지사 김은 횡령혐의로 감찰위원회로부터 면직됐습니다.
다음은 신임 도지사 2명의 인물평입니다.
최규옥: 1901년 2월 16일생. 서울 보성전문학교 졸업(1918～21), 서울 의대(경성의전?) 졸업(1925～1929), 부산시립병원 내과의사(1929～33), 강원도 삼척에서 개업의(1933～35), 개인병원 운영(1935～?), 반탁위원회 위원(1945), 대한독립촉성국민회 강원도 부지부장(1946), 입법의회 상임위원회 위원(1947), 대한독립촉성국민회 전한국총선위원회 상임위원회 위원, 춘천에서 국회의원 당선(1948. 5.10), 헌법기초위원회 위원(1948), 국회 문교 후생복지위원회 위원, 국회 일민회 회원
김충희: 59살. 제주도 출신. 고등보통학교 졸업. 1948년 대동청년단 제주도지부 단장(이후 대한청년단으로 합병됨), 대한독립촉성국민회 제주도지부 총무부장, 1948년 5월 10일 국회의원 선거에서 성공하지 못한 후보자.
대사관은 양성봉에 대해서는 정보를 갖고 있지 못합니다. 그의 출생지와 본적은 부산입니다. 그의 나이는 □□살로 추정됩니다. 추가 정보가 확보되는 대로 제출하겠습니다.

Tong A Ilbo, large Seoul daily newspaper, on November 17th announced the change of three provincial governors, as follows:
To be governor of Kangwon Province: CH'OE Kyoo Ok (
National Assemblyman from Chunch'on, Kangwon Province, replacing KANG Sung Pong ( ), who is transferred to the governorship of South Kyongsang Province.
To be governor of South Kyongsang Province: KANG Sung Pong, who replaces MOON Si Hwan ( ).
To be governor of Cheju (Island) Province: KIM Ch'ung Ri,
( ), who replaces KIM Yong Ha ( ).
Dr. CHUN Kyoo Hong, Director of the Office of Administration, confirmed the above changes, and stated that they were effective November 15.
Ex-Governor Moon of South Kyongsang Province is a former Communist. Rumors began to circulate as much as three months ago that he would be removed from office. Following the Chinju guerrilla raid of October 27, he submitted his resignation in accordance with Oriental custom; the resignation apparently was accepted.
Ex-Governor Kim of Cheju Province, according to Tong A Ilbo of November 17, was discharged by the Inspection Commission for embezzlement.
Following are brief diographic sketches of two of the new governors.
CHOE Kyoo Ok: Born February 16, 1901. Educated at Possung College, Seoul (1918-21), Seoul Medical College (1921-25). Physician at Pusan City Hospital, 1929-33, private practice at Samch'ok, Kangwon Province, 1933-35; operated private hospital. 1935-7. Member of Anti-Trusteeship Committee, 1945; Vice-chairman, Kangwon Province Branch, National Society for the Acceleration of Korean Independence, 1946; member of standing committee, National Representative Assembly, 1947; member of standing committee, All-Korea General Election Committee, NSAKI. Elected to National Assembly from Chunchon, Kangwon Province May 10, 1948. Member of Constitution Drafting Committee, 1942. Member, Education and Public Welfare Committee, National Assembly. Member, Chair Club group of National Assembly.
KIM Ch'ung Hi: Age 59; native of Cheju Island. Completed high school. In 1948, was chairman of the Cheju Island branch, United Young Men's Party (since merged in Great Korea Youth Corps) and chief of General Affairs Section, Cheju Island Branch, National Society for the Acceleration of Korean Independence. Was an unsuccessful candidate for election to the National Assembly May 10, 1948.
Embassy files contain little information concerning RYANO Sung Pung. His birthplace and permanent domicile is Pusan, the age [illegible] [illegible] of [illegible] less than 40. More detailed information will be forwarded as soon as obtained.
