게릴라들이 10명 정도로 무리를 지어 제주도 시민들을 공격했다. 군정당국은 대략 1,500명 정도의 조직화된 게릴라가 이러한 공격을 하고 있는 것으로 추산하고 있다. 몇몇 마을은 완전히 폐허로 변했으며, 게릴라는 전체 주민들을 산간지역으로 내몰고 있다. (미군정 보고)

c. Guerilla Warfare On CHEJU-DO
Attacks are being made on CHEJU-DO citizens by guerilla bands of ten or less in size. M.G. authorities estimate approximately 1500 organized guerillas are carrying out the attacks. Several villages are completely deserted, the attackers having driven the entire population into the hills. (MG Report)
